What Do We Mean By “Capability”?
Capability, in this context, refers to the skills, confidence or support a person needs to carry out day-to-day tasks. This could include:

- Learning difficulties that affect memory, focus or decision-making
- Language barriers that make communication harder
- Simply not having someone to help when needed
